The Divination Office is for the DivDep Officers only. It's a place where they can relax and discuss different matters regarding the DivDep.
The Divination Tower is a place for everyone who have taken at least one course under DivDep or have taken Basic Divination. This is the place where "Diviners" meet and greet, discover a lot about their inner Divination skills, and more...
As for the Divinare Alley, it's the only place here in TFA where you can get different readings from different Divination methods from different people for FREE! And, it's for everyone!!!
